TSGL: Laptop battery charger

Has the useful time of a complete charge become shorter and shorter until
now, it won't charge at all? If so, you need a new battery. Will your laptop
work with the battery detached, but the charger connected? If so, you need a
new battery. If, however, the battery is detached and the laptop will not
operate, your charger needs to be replaced.

Windows Xp Professional with SP2 and updates

I have suddenly lost the ability to charge the battery. The message reads 
0pct remaining (charging) but it does not charge.
Does this mean I have to buy a new battery?
