TSGL: cd read/write troubles

I have a friend who needs help and I'm trying to help via email
slow, but we're workin'
He's still using windows98. anyways, he has a read/write cd drive problem. Here's his last communication:
ok, first I tried your instructed procedure using word pad instead of note pad, the result was the same, got a message about write protection, then tried to use word 2000 to write to the disk, that worked fine, then wrote a document using word pad and tried to save it to the disk, but again got the write protection message. From these results it appears to me that the word pad and note pad programs will not write to the disk and are incorrectly seeing the disk as "write protected".
So, essentially the question is why would notepad and wordpad refuse to write to the drive when word2000 and various other programs will? Could it be that the wordpad and notepad that came with win98 are too primitive to access the cd?
