The problem is obviously not from your sound card. The source of the problem
must be your CD/DVD player. You may have a dirty laser. Another possibility
is that the electrical motor in the player is weak and failing.
I suggest that you attempt to clean the laser. See

If that doesn't work, I do not suggest attempting to repair the DVD player.
The cost to repair will exceed the cost to replace the device with a new
one. Replace it. They're incredibly inexpensive.

I've been having this problem for a while but have not been able to find an
answer. Whenever I play CDs or DVDs from the DCROM and DVDROM on my desktop
PC the sound stutters dramatically. I don't have the same problem playing
audio from my hard drive.
System specs:
Dell Dimensions 8250
Intel Pentium 4 CPU 2.66 Ghz
512 MB RAM
55.8 GB hard drive (22.3 GB free)
Samsung CD-R/RW SW-248F
Samsung DVD-ROM SD-616T
Any thoughts on this would be appreciated.
