3. RAM?
4. Programs that start with Windows (assuming that it runs a Windows OS)?

I don't believe there is anything specific to a Dell that would be causing a

problem with slow performance.
More of a WIndows related thing.  Sounds like you are on the correct path by

checking the obivious first.

Check device manager for hardware problems.
What is running in the system tray that can be self started rather than 
running always in the tray.
How much memory in RAM?  Always the best upgrade for speed and performance 
is a RAM upgrade.
Defragment the hard drive disc(s).
I usually make a visual inspection inside the case to check for tight 
fitting plugs and PCI slots etc. and clean out the dust bunnies while in 
there.
