You might be thinking of Microsoft's Bootvis (Boot Visualiser). It analyses 
boot and startup delays. Also has a boot optimize function which can 
occasionally be effective.

You have to remember to enable a couple of Services which you may normally 
not have running---these are specified in its Help.
