TSGL: How can I limit user access to 2 web sites in IE on WIndows XP?

I have a system with serious infection problems I'm cleaning right now, and
the business owner wants a limited user account from which the employees can
access only 2 web sites needed for business. I know how to do this with
filtering software such as Cybersitter, but I assume it could be done with a
limited user account. However, I have no experience in setting this up
without a third-party utility, so if anybody out there does I'd really
appreciate the help.
