I tried that, but at first it still let some sites through anyway. Then I
found a knowledge base article that included a text file called
"noaccess.rat" which you add to your system and use as the rating system.
With that in place, the content advisor did indeed block all but the allowed
sites. So it seems that'll do it!

One thing you could do is turn on Content Advisor, set it each slider to 0,
and add the two websites to the Exceptions list, that would force anyone
wanting to view a website outside of those two on the list want a password
to view them.
