TSGL: Updating system configuration files problem

My wifes computer (Win ME) always displays the 
"updating system configuration files" message at startup.

In addition, I tried to install some extensions for 
Firefox and I get the message that "Firefox is 
configured not to allow installs, got to options and 
enable installs". However, Firefox IS configured to 
allow installs.

I suspect that the 2 problems are related somehow.

Is there a way to find our which program is causing 
this behavior?
