TSGL: Add/Remove missing

XP Pro SP2. Single User Administrator.

For some unknown reason, Add/Remove programs suddenly disappeared from my 
Control Panel.

Can I restore it manually? I can restore it via TweakUI, and in fact I have 
done that. But I am curious as to how it suddenly might have gone missing, 
and how one might restore it without TweakUI.

The appropriate file is Appwiz.cpl in System32. Running that file or a 
shortcut to it opens the function in the normal way also. But it won't drag 
into Control Panel.

I have a shortcut to it in a "General Utilities" desktop folder. That 
works, so at least I know it is still functional. The items in Control 
Panel don't appear to be normal shortcuts. I tried copying the shortcut 
into Control Panel, but it won't go.

It's not a problem, I'm just curious. So I don't expect anyone to go to any 
lengths to research an answer.

  Control Panel seems to be an unusual sort of beast. It acts as if it were 
simply a folder with shortcuts pointing to the various System32 .cpl files. 
But they don't seem to be shortcuts in the usual way, nor can you drop 
anything into it. Yet obviously its contents are not hardwired into the 
system, as they can be added or removed at will via TweakUI.

  I suspect its contents are probably controlled by registry entries.
