That's right. In the "long list", Add/Remove was missing.

Probably right. It can be restored by 1. Registry restore, 2. System 
Restore, 3. Tweak UI or similar---all of which tend to confirm the registry 
hypothesis. TweakUI and similar software allows you to include or exclude 
most of the Control Panel functions.  I'm sure XP allows separate manual 
control of these. But how do you access it?
