Thanks for the tip.  I downloaded and installed the freeware version of 
Vista Firewall Control and it seems to work great to control outbound 
connections.  You do have to go thru the minor inconvenience of giving 
approval _one time_ to your programs that routinely make outbound 
connections (e.g., web browser, email client, antivirus products, etc. 
etc.) but once you do that, it works very nicely, and no noticeable 
slowdown of the system at all.   I'm still running both the Vista 
Firewall and ZoneAlarm Free concurrently and have had no conflicts or 
other problems.  Probably overkill but what the hey.
