My issue with all this is the allowing of those notifications to be
turned off - full stop. The anti virus and firewall companies should be
able to work in with Microsoft so that there cannot be any conflicts
with the OS's 'Security Center'. I ask, 'what if either of those third
party products falls over or is allowed to become outdated'? With the
SC notifications turned off the user(s) (specially the uninitiated /
newer user) can be oblivious to the fact that their security is
diminishing against yesterday's threats and useless against today's and
tomorrow's threats.

In the situation at hand, for both of these registry keys the value of 0
(zero) is OFF - which means the ability to notify the user of such
notifications has been disabled.
In a previous post where NIS was no longer desired and un-installed, the
un-install routine (apparently) was not designed to enable those two
items that it had switched off when first installed. In my mind, that's
not a very bright situation at all.
