I am unable to install MS Windows Installer 3.1.  After performing a 
successful XP repair install, I am now trying to reinstall the Windows 
updates, hotfixes and patches.  The very first application which is needed 
is the MS Windows Installer 3.1.  It merely says that they are unable to 
install it.

I checked the Local Services Folder and made sure that Automatic Updates, 
Background Intelligence Transfer Service (BITS), and Event Log were properly 
configured, which they all were.  Still nothing.

I had this problem once before, but don't recall what I did to resolve it.

Any ideas and/or suggestions are greatly appreciated.
