This may not be entirely true.  If you click start | run and type 
\\computername\c$ where 'ComputerName' is the name of a computer on your 
network, if you have permissions you'll probably be able to browse drive C.  
You may have to entire a username and password to gain access.  This sharing 
is usually in place by default, and must be explicitly disabled.
