I'm a bit confused about what you want.
I'm using Roxio's Videowave 7 which includes the DVD
Builder module. I think i got Videowave 7 in 2004, so
it also is a few years old.
When I add my videos to the project it uses a default
menu to arrange the videos on the menu. If I right
click on the menu display itself, it has various
options that can be changed for the menu including
"Background video/image and background audio"
In the left sidebar, there is a section to setup the
default menu, using built in themes, or customized
settings.
So Roxio should be able to do what you want.
Check Roxios website. They have updates to a lot of
their programs.
