TSGL: Block IMs ?

The machine is a Micro, OS=XPPro SP2. Internet connection is DSL via AT&T.
Is there a "script" or program that will prevent IMs from interrupting a teenagers necessary pursuit of internet information?
Problem is that the teenager welcomes the conversations with her friends. After removal of AOL by parents, TAs welcome AOL aboard again.
The TAs don't even have to have AOL on the machines. Their cellphones do text messaging that is sent to their 'buddies' on open computers.
This multi-tasking is not really that bad if the TA can handle it, but a genuine 'stumbler' for the TA who wants to be distracted and not do the responsible school work.
Unfortunately the parents cannot, discontinue the Internet, as it is needed for their work at home. The parents use IM that is shunted to their home from their office.
Is this a "give - up" situation, or can someone write a script to disallow all IMs, regardless of the source, except for a special password for the parents???
