While I don't use OE myself, I have assisted a number of people use OE
Freebie Backup and OE Quick Backup and all have been very happy with it.

I am looking for a freeware program that would backup my message
rules,inboxes etc. I have found a way to copy my messages and address book
from my desktop to a laptop by saving the folders where all the inboxes etc.
are stored but I have not found a way to save all the message rules that I
have created.
