This was included in the Feb update I received from MS.
Update for Windows XP (KB931836)
Size: 102 KB - 500 KB
Installing this update enables your computer to automatically adjust the
computer clock on the correct date in 2007 due to revised Daylight
Saving Time laws in many countries. After you install this item, you may
have to restart your computer.

Also, you can use this program to set or examine the current DST setting
of your clock.
