Russ, it's primarily a change for US folks only - here in Oz those 
states here currently on DST will remain so until last Sunday of March 
which is usually the same Sunday the US goes onto DST.

Trouble is Russ that is logical thinking and the powers-that-be are not 
capable of such.  Think about the huge percentage of people in any one 
country who are shift workers and have been for many years.  They have 
had to start and stop work at all sorts of hours other than those on the 
regular olden days work hours.  It's all a conspiracy to try to divert 
our attentions away from us little people keeping our country's leaders 
under examination - keep 'em confused at any expense or disruption...
