TSGL: Internet Explorer download failures

Mike, 

There are two possibilities. You are experiencing this problem because (1) a
security setting was changed (though you say that you haven't made any
changes), or (2) some file in your browser has been corrupted (which also
may have caused a security change). 

The first thing I would try would be to start the browser, go to "Tools",
"Internet Options", and then the "Advanced" tab. At the bottom of the tab
you will see the option to "Reset Internet Explorer Settings" to default. Do
that and see if that solves the problem. You can then go back and reset your
security settings as you prefer and see if you again have the download
problem. If so, you'll have to modify your settings. 

If that doesn't work, I suggest you try the download using another browser
such as Firefox or Opera (don't use the latest beta version, it's buggy).
And if you are using Win XP, you really should consider upgrading to IE7 as
it is considerably more secure than IE6. The upgrade to IE7 may solve your
problem as well as the use of one of the other browsers. 

If none of these suggestions work, backup everything (you do backup
frequently, don't you?) and reinstall your old operating system over the top
of the old. That doesn't work or is not possible? Reformat and reinstall
everything (you have backed up, haven't you?). It's a lot of work, but it
will be worth the trouble.

Dear Listers,
For the past two weeks, I have been unable to download PDF and ZIP files
through Internet Explorer v6 sp2. If I right click on a PDF or ZIP file link
and select "Save Target As ." I get an IE dialog box error (Red X for fatal
error) saying:
	"Internet Explorer cannot download <filename> from <url where the
link is
found>.
	"Internet Explorer was not able to open this Internet site. The
requested
site
	is either unavailable or cannot be found. Please try again later."

I found this error referenced in the Microsoft Knowledge Base article 816868
for IE6  with a hotfix pre SP1 referring to a problem with Wininet.dll. I
did an SFC (System File Checker) scan on my system (WinXP sp2 with all
updates) and no problems were reported.

If I select the link to the PDF or ZIP file I get an error page:
	"You are not authorized to view this page
	"You might not have permission to view this directory or page
	using the credentials you supplied.
	--------------------------------------------------------------
	"If you believe you should be able to view this directory or page,
	please try to contact the Web site by using any e-mail address or
	phone number that may be listed on the cooma.local-e.nsw.gov.au
	home page.

	"You can click  Search to look for information on the Internet.

	"HTTP Error 403 - Forbidden
	"Internet Explorer"

I have not changed my security settings and have been access and
successfully downloading the ZIP file weekly and the PDF files from Council
twice monthly for many months without problems until the past two weeks.

I use eTrust Internet Security Suite (AV, Firewall and Pest Patrol) and also
scan with Noadware periodically with no problems found.

This does seem to be a security related problem. Does anyone have any ideas
how I can fix it?
