TSGL: IE6 download

A friend has bought a 2nd-hand computer with W2K and IE5 loaded.  He has a 
new broadband ADSL modem he's trying to install, which says it requires 
IE6. The modem installation won't run otherwise. I'm not sure why, it 
doesn't seem logical to me.

I want to download IE6 for him, burn it to a CD, and install it to his 
computer.  But all the download sites I've looked at, incl Ms, only have 
the IE6 setup file, which installs IE6 via the Microsoft site.  In other 
words, he requires an internet connection to install the browser. But 
without the browser he can't access the internet. So he's in a catch-22 
situation.

Is anyone aware of a site from which I can download the full IE6 as a 
standalone installation file, or any other way to resolve this problem?
