My old ISP (melbpc.org.au - dial up) used to have a cache where they 
kept many gig of web sites so that it was quicker to download web sites 
or other material. In this way they did not have to go and use their 
bandwidth for so much of their incoming traffic and it was cheaper for 
them to run.
Now whether your ISP does the same is debatable  but this could cause 
their cache being your problem.
