TSGL: Vista Shutdown Question

When I go to shut down my VISTA PC the default option is "Sleep Mode" and not "Shut Down" or "Restart".
   
  Is there anyway to change this?   As you know the older versions of Windows remembered the last thing you did, but VISTA apparently does not.
   
  Any ideas?
