If you're not seeing it with BartCE then there is a possibility that it's
lost its MBR. On FAT32 you can try the undocumented command:
fdisk d: /mbr (http://support.microsoft.com/kb/69013)
Which will copy the shadow MBR to the primary location and it may then be
seen. The UBCD-Basic disc utilities have an number of manufacturer-specific
utilities that you can run to see if the drive can be seen and accessed.
Another option would be to go to your local computer store (Fry's,
MicroCenter, etc) and purchase an external drive enclosure (normally about
$25, but I got one on sale for $9.99), install the disk in the enclosure and
see if you can access it through the USB ports.
You said the new system is running SATA on its primary. I'm not real sure of
this, but read somewhere that there is a BIOS setting needed for a mixed
SATA/IDE environment running off the motherboard (not required for a
separate SATA or IDE card). You might go to the mb web site and query if
there is a need for a BIOS setting.

The old machine was W98 and I should think the HD was FAT 32.
Further to Alan's suggestions, I did try running BartCE disk, but that
didn't recognise the slave drive either.
The shop which built the computer is very experienced. they installed the
old drive, and I've no doubt they would have been aware of the correct
jumpers. From feeling it, it does seem to be spinning, and isn't making any
odd noises.
It was an IDE drive. The new one is Sata I think.
