Turns out it was that the READ ONLY setting came over when I copied it from a CD to me PC.

Some software will not rotate .bmp images, only .jpg's. You may need to
convert them. Depends what program you are using to edit them. The
simplest and most versatile freeware is Irfanview.
Or, as Tilman says, they may be read-only which can be removed by
right-clicking the file/properties.
