TSGL: Outlook VS Outlook Express

Tools/ Options/Security, then uncheck "Block images in HTML mail" should be 
the answer, but if that's what he's already done...

I use Outlook for email and format all my messages in HTML. A friend uses 
Outlook Express
and cannot receive pictures embedded in messages from me. He recently found 
a switch in OE
allowing incoming HTML and turned it on. We thought that would solve it but 
it didn't.
Any ideas?
