TSGL: Installing 2nd hard drive

XP SP2.

I am trying to install a 2nd Sata hard drive.

XP boots as normal, the new drive is recognised in CMOS and in Device 
Manager, but not in My Computer. That's probably because it's not yet 
formatted.

When I open Admin tools/Computer Management/Storage/Disk Management so that 
I can format it, I get an error message "RPC Server is unavailable".

I have opened Services, enabled and started RPC and RPC Locator services, 
but still get the same message when trying to open Disk Management.

I disconnected from internet and turned off XP firewall, but that didn't 
help either.

Where am I going wrong?
