TSGL: : mouse troubles

Every time I boot my mouse scroll is set to maybe two lines.
I go to Ctrl Panel / Mouse 
under Hardware I select my Basic MS Optical Mouse 1.0A
I click on Scrolling
and see on the Slide Bar it is way down towards the bottom.
I move it up to the middle, and click on Apply
and OK
then if I repeat Mouse/Scrolling it is still set OK
Then if I use it, all is OK, a page at a time...
BUT next time I boot the computer, it goes back to two lines at a time
and I have to go through the whole operation again.
What can be resetting the scrolling each time I boot up and how do I fix it?
